In addition to more than 23 years of experience as an attorney, Dr. Spencer also brings to the table a wide range of government and financial experience. From 1998 to 2002, Dr. Spencer served in the Utah State Senate where he chaired the Judiciary Committee (1998-2000) and Human Services Committee (2000-2002). He has acted as a financial expert witness for local attorneys in various cases where the value of parties' financial assets were at issue. Finally, Dr. Spencer has also published several professional articles in various nationally recognized legal journals.
